Control of Hazardous Energy (Lock Out-Tag Out): Training - Annual Report

Cal/OSHA "The Control of Hazardous Energy...." regulation (8 CCR 3314) requires employers to develop and use hazardous energy control procedures when employees are engaged in cleaning, repairing, servicing, setting-up and adjusting of machines and equipment in which the unexpected start-up of the machines or equipment, or the release of stored energy could cause injury to employees. The lock out of de-energized equipment during this type of work is a key component of this program.

Training Requirements

Cal/OSHA requires annual training on hazardous energy control procedures for authorized employees, and annual awareness training for other “affected” employees. [8 CCR 3314 (l) ]

(1) Authorized employees shall be trained on hazardous energy control procedures and on the hazards related to performing activities required for cleaning, repairing, servicing, setting-up and adjusting prime movers, machinery and equipment.

(2) Each affected employee must be instructed in the purpose and use of the energy control procedure.

(3) All other employees whose work operations may be in an area where energy control procedures may be utilized, shall be instructed about the prohibition relating to attempts to restart or re-energize machines or equipment which are locked out or tagged out.

(4) This training must be documented as required by the SFSU Injury and Illness Prevention Program, [8 CCR Section 3203].

 

CY 2023 Update

Equipment-specific training for lock-out/tag-out procedures (LOTO) was postponed until CY 2024.
