Evacuation Program

Program Purpose

The purpose of the evacuation program is to:

  1. Ensure the safe evacuation of campus buildings in the event of an emergency
  2. Comply with regulations and requirements that govern the evacuation process
  3. Define the procedures surrounding the safe evacuation of campus buildings

 

Program Elements

Each campus building shall have a designated “Building Emergency Response Coordinator” (BERC) and backup assigned to create and maintain the building’s evacuation plan and supplies.

BERCs and their backups shall be located in the building that they are responsible for.

BERCs are responsible for creating, maintaining, and training a team of evacuation floor wardens and backups to implement building evacuations.

Building evacuation floor wardens are responsible for ensuring that everyone on their floor of the building has evacuated when the alarm goes off.

They should be the last ones to leave their floor after assisting any stragglers, injured, or mobility-impaired persons.

After leaving the building, they should find the BERC, report any issues they encountered, and stand by to assist the BERC as needed.

Evacuation drills are arranged and scheduled by the BERC to occur at the start of the Fall and Spring semesters

Every building evacuation, whether for cause or as a drill shall be followed immediately by a meeting of the building’s evacuation team to evaluate their performance and identify opportunities for improvement.

These “after action reports” shall be documented on the Evacuation Evaluation form with copies sent to:

BERCs shall present a summary of the Evacuation Evaluation at the next monthly campus safety committee meeting so that all may learn from the event.

Training

BERCs shall familiarize themselves with the BERC handbook, which describes their role and responsibilities in detail.

Members of the building emergency team members shall familiarize themselves with the proper operation of evacuation chairs supplied to their buildings, by viewing the Evacuation Chair Training video, and practicing using the chair.

Additional training for BERCs and floor wardens will be defined by the Office of Emergency Services

The Office Emergency Service Coordinator (OES) shall maintain documentation of evacuation drills and evacuation chair training.
