Hazardous Materials Business Plan: Training - Annual Report

The Hazardous Materials Business Plan (HMBP) aims to prevent or minimize harm to public health and safety and the environment from a release or threatened release of a hazardous material. This is accomplished by providing emergency responders with the necessary information to effectively protect the public.

The San Francisco CUPA oversees implementation of the HMBP program at the local level.

Training Requirements

The HMBP program requires employers to train appropriate employees in safety procedures in the event of a release or threatened release of a hazardous material, including on-boarding for new employees and annual refresher courses for existing employees.

At SFSU, the Emergency Action Plan training includes these safety procedures and is assigned to all employees upon hire and every three years thereafter. Employees who work with hazardous materials and/or generate or handle hazardous waste are also assigned the "Responding to Chemical Releases" training upon hire and annually thereafter.

CY 2023 Update

By the end of CY 2023, many of the employees assigned the "Responding to Chemical Releases" training have completed it or the annual refresher and are current. More than 70% of the employees assigned the "Emergency Action Plan" training have completed it or the triennial refresher.
