Purpose
The purpose of this program is to comply with regulations to prevent or mitigate the effects of oil spills.
Program Elements
The SPCC Rule of the EPA’s Clean Water Act requires a written program that describes practices to:
- Prevent oil spills
- Respond to oil spills effectively to minimize environmental impacts
The written program must be reviewed, updated, and signed by a professional engineer at least every 5 years.
The written plan requires facility assessments to:
- Evaluate all facilities where oil is stored or used
- Identify potential sources of oil spills
- Use of secondary containment systems such as berms and dikes around oil storage areas
The written plan requires the following spill prevention measures:
- Regular inspections and maintenance of tanks, containers, and associated equipment
- Employee training on proper oil handling procedures and spill prevention techniques
The written plan requires the following spill response and control measures:
- Immediate response procedures in the event of a spill
- Notification of appropriate authorities
- Availability of spill response kits and equipment at designated locations
- Designated and trained spill response team ready to act swiftly
The written plan requires the following countermeasures:
- Implementation of cleanup and recovery procedures following a spill to minimize environmental damage
- Regular drills and exercises to ensure preparedness for actual spill events
- Detailed record-keeping of all oil-related activities, including storage, transfers, and inspections.
- Timely reporting of any spills to the necessary regulatory agencies.
SFSU places a strong emphasis on training and awareness to ensure all relevant personnel understand their roles and responsibilities under the SPCC Program. Regular training sessions are conducted to keep staff informed of the latest procedures, regulations, and best practices in spill prevention and response.
